Did the Prophet Sulaymān (Peace Be Upon Him) Force the Queen of Saba’ to Become Muslim?

Introduction

The story of Prophet Sulaymān (peace be upon him) and the Queen of Saba’ (Sheba) is one of the most remarkable narratives in the Qur’an. It is a story that highlights wisdom, diplomacy, justice, and the invitation to worship Allah alone. Some people wonder whether Prophet Sulaymān (peace be upon him) forced the Queen of Saba’ to embrace Islam after she came to his kingdom.

The Qur’an clearly shows that the Queen accepted Islam willingly after recognizing the truth. There is no evidence that she was compelled or coerced into becoming a believer.


Who Was the Queen of Saba’?

The Queen of Saba’, known in Islamic tradition as Bilqīs, ruled the prosperous Kingdom of Saba’ in present-day Yemen. Her kingdom was wealthy, organized, and advanced. However, her people worshipped the sun instead of Allah.

Allah says:

"I found a woman ruling over them, and she has been given of everything, and she has a magnificent throne. I found her and her people prostrating to the sun instead of Allah."

(Qur’an 27:23–24)

The Prophet Sulaymān (peace be upon him) learned of this through the hoopoe bird (Hudhud), which informed him about the queen and her people.


Sulaymān's Invitation

Rather than immediately going to war, Prophet Sulaymān (peace be upon him) sent the Queen a respectful letter inviting her to submit to Allah.

The letter read:

"Indeed, it is from Sulaymān, and indeed it reads: In the Name of Allah, the Most Merciful, the Especially Merciful. Do not exalt yourselves against me, but come to me in submission."

(Qur’an 27:30–31)

This was an invitation to recognize Allah's sovereignty and abandon idolatry—not a demand for forced conversion.


The Queen's Wise Response

The Queen did not react emotionally or rush into conflict. Instead, she consulted her advisors, demonstrating wisdom and good leadership.

Allah says:

"She said, 'O chiefs! Advise me in my affair. I would not decide a matter until you witness it.'"

(Qur’an 27:32)

Her advisors expressed confidence in their military strength, but they left the final decision to her.

Instead of choosing war, the Queen decided to send valuable gifts to Sulaymān to understand his intentions.


Sulaymān Rejected Her Gifts

When the gifts arrived, Prophet Sulaymān refused them.

He said:

"Do you provide me with wealth? But what Allah has given me is better than what He has given you."

(Qur’an 27:36)

This demonstrated that Sulaymān's mission was not about accumulating riches or expanding worldly power. His purpose was to call people to the worship of Allah.


The Miracle of the Throne

Before the Queen arrived, Allah enabled Sulaymān (peace be upon him) to have her magnificent throne brought before him in an extraordinary manner.

When the Queen entered and saw her throne, she was amazed.

She replied:

"It is as though it was the same."

(Qur’an 27:42)

This miracle was one of several signs that caused her to reflect seriously on Sulaymān's prophethood.


The Palace of Glass

Sulaymān then invited the Queen into his palace.

The Qur’an says:

"She was told, 'Enter the palace.' But when she saw it, she thought it was a body of water and uncovered her legs. He said, 'Indeed, it is a palace paved with crystal.'"

(Qur’an 27:44)

This magnificent palace demonstrated the blessings Allah had granted Sulaymān. It was not intended to humiliate the Queen but to show her that his kingdom was supported by divine favor rather than ordinary worldly power.


Did Sulaymān Force Her to Accept Islam?

The answer is no.

The Qur’an records the Queen's own declaration:

"My Lord, indeed I have wronged myself, and I submit with Sulaymān to Allah, the Lord of all the worlds."

(Qur’an 27:44)

Notice the wording:

  • She admitted her previous mistake.

  • She voluntarily declared her faith.

  • She submitted to Allah, not to Sulaymān.

  • There is no mention of threats, punishment, or forced conversion.

Her acceptance of Islam came after witnessing clear evidence, reflecting on the truth, and making her own decision.


Islam Rejects Forced Conversion

The Qur’an establishes a clear principle:

"There shall be no compulsion in religion. The right course has become clear from the wrong."

(Qur’an 2:256)

The story of the Queen of Saba’ beautifully reflects this principle. Prophet Sulaymān (peace be upon him) presented the truth with wisdom and signs from Allah. The Queen accepted faith out of conviction rather than coercion.


Lessons from the Story

This remarkable account teaches several important lessons:

  • Invite people with wisdom and respect.

  • Good leadership involves consultation and thoughtful decision-making.

  • Material wealth cannot replace true guidance.

  • Miracles strengthen faith but do not eliminate free choice.

  • True submission is to Allah alone.

  • Islam encourages belief based on understanding, not compulsion.

The Queen's acceptance of Islam was a sincere and voluntary act. She recognized the truth for herself and openly declared:
